Political Week and security debate: “Our national security architecture is nonexistent”

Hugo Frühling, an academic from the Faculty of Government at the University of Chile, and security expert Richard Kouyoumdjian participated this Wednesday in a new episode of Political Week. They discussed the absence of a National Intelligence System and a “security architecture.” Frühling detailed that studies indicate that “our intelligence system” does not exist as such. “In the end, the National Intelligence Agency lacks the capacity, robustness, and collaboration from other participants to convert useful information into intelligence that can serve public planning or decision-making.” For his part, Kouyoumdjian pointed out that “our national security architecture is nonexistent. We do not have a design for how to manage national security issues as a whole, where intelligence is one of the components.” Regarding legislative matters, Frühling stated that “when the diagnosis is unclear, not shared, and there is no design, it is better to wait and work pre-legislatively before doing so in Congress.” In that vein, Kouyoumdjian expressed: “Legislating on pressing structural issues is not appropriate; we should let this crisis pass (…). The State has capabilities; what is likely lacking today is the ability to organize them.”
